
The California Air Resources Board’s (CARB) Clean Truck Check (CTC) program was partially approved by the Environmental Protection Agency (EPA).
The EPA approved CARB’s plan to smog test trucks registered in California but disapproved of testing trucks domiciled in other states.
States are required by the Clean Air Act to submit a State Implementation Plan (SIP), which outlines how they will comply and achieve air quality standards. The EPA rejected California’s plan to test out-of-state trucks as CARB could then take emission reduction credits that belong to other states.
In true CARB fashion, they are forging ahead and stated, “EPA has no authority over this program, and we will continue to enforce the law to ensure that all trucks coming into and operating in California abide by the same rules – even if EPA doesn’t want to give us credit.”
