Just because the California Air Resources Board (CARB) withdrew its waiver request to the implement the Advanced Clean Fleet (ACF) rule does not mean they gave up.
Oh, quite the contrary.
A new bill was introduced in California’s legislature last month with the objective of taking the South Coast Air Quality Management District’s Indirect Source Rule (ISR) statewide. The ISR puts the onus on warehouses to police emissions by requiring them to invest in zero emission technologies and clean energy infrastructure or pay a fine.
CARB and California legislators are looking to strengthen ISRs with stricter timelines, additional reporting requirements and more punitive fines.
